The Watermaster staff, headed by the Chief
Executive Officer, conducts day-to-day business and technical
activities of Watermaster. Watermaster also engages the
services of consultants for special projects in areas
where specialized expertise is necessary.

Maurizio, PE, Senior Engineer/Interim CEO

Danni joined the Chino Basin Watermaster in August 2003. As a Senior Engineer for Watermaster, she compiles the Assessment Package and the Annual Report. She also works on tasks such as data requests, water transactions, well production and ownership monitoring, groundwater level and quality monitoring, land use conversion/well destruction, the Dry Year Yield program, hydraulic control, subsidence issues, and she serves on various IEUA and SAWPA committees.
Danni received a BS in Civil/Environmental Engineering from Cal Poly Pomona in 1997 and a MS from UCLA in Environmental Engineering in 1998. Before joining Watermaster, she worked in both the Planning and Environmental Compliance Departments at Inland Empire Utilities Agency and in the Process Development Section at Metropolitan Water District of Southern California.

Joseph S. Joswiak, MBA, Chief Financial Officer

Joseph S. Joswiak joined the Chino Basin Watermaster as CFO on April 5, 2010. Under the direction of the Chief Executive Officer, the CFO provides leadership, coordination and administration of all functional activities and policies related to treasury and finance, accounting, budgeting, human resources, risk management and administrative functions of the organization. Mr. Joswiak has worked in both the public and private sectors and has a diversified career in finance and administration with more than 25+ years in the manufacturing, transportation, banking, professional services and hospital management industries.
Prior to joining Chino Basin Watermaster, Mr. Joswiak was the Financial Services Manager/Assistant Treasurer for Fleetwood Enterprises, Inc., a former Fortune 500 company and the nation’s leading producer of manufactured housing and recreational vehicles. He was also the Vice President of Finance and Administration for Cofiroute USA, formerly California Private Transportation Company (CPTC), which owned and operated the highly acclaimed 91 Express Lanes - the world's first fully automated toll highway.
Mr. Joswiak's past professional affiliations include management positions with Notting America, Inc.; CU Cooperative Systems, Inc.; California Credit Union League; Care Enterprises, Inc.; and Sony Corporation. Additionally, he served four years in the United States Navy assigned to the Naval Support Force Antarctica, which included deployments "on the ice" at McMurdo Station, Antarctica.
Mr. Joswiak earned an MBA from the University of Redlands, and received his Bachelor of Arts in Business Administration from California State University, Fullerton. |
Gerald E. Greene, DEnv, PE, QEP, QSD/P Senior Environmental Engineer

Gerald E. Greene joined the Chino Basin Watermaster as Senior Environmental Engineering on August 22, 2011. Under the direction of the Watermaster CEO and Board, the CBWM Senior Environmental Engineer is responsible for assisting in implementing the directions of the court and agreements between the member agencies, in the manner most beneficial to the totality of basin water users. This includes facilitating the design, construction and operation of measures and facilities to encourage and increase groundwater recharge in the Chino Basin, while protecting and ultimately improving both surface and especially groundwater quality characteristics. In order to achieve these objectives, a current major objective is to encourage the development of additional stormwater retention devices that conserve this local natural resource and reduce the demand on other sources of imported water from beyond the Chino Basin Jurisdictional area.
Dr. Greene holds a Doctor of Environmental Sciences and Engineering (DEnv) degree from UCLA, a Master of Science degree in Biology from CSULB, and a Bachelors of Art degree in Biology and Economics from UCLA. His dissertation evaluated the feasibility of using ozone to disinfect urban runoff and reclaim the resultant product water for landscape irrigation. Prior to joining the CBWM, Gerry held various engineering positions with the City of Downey, Tetra Tech, Exponent (Failure Analysis Associates), Boyle Engineering and the City of Santa Monica. As the City of Downey representative, Gerry served as Chair of the Executive Advisory Committee of Los Angeles County Municipal Separate Storm Sewer System Permittees, Chair of the San Gabriel River Watershed Management Area Committee, the Los Angeles River Metals Total Maximum Daily Load Steering, Technical and Jurisdiction 2 Implementation Plan Committees, the Los Cerritos Channel Metals TMDL Technical Committee, and the Los Angeles and San Gabriel Rivers Regional Monitoring Plan Technical Committees, among others.
Gerry’s professional affiliations include the American Society of Civil Engineers, American Public Works Association, American Water Works Association, American Chemical Society, Water Environment Federation, California Stormwater Quality Association, Society for Vector Ecology, and the Sigma Xi Scientific and Engineering Research Society. He is registered in California as a Professional Civil Engineer, Certified as Qualified Environmental Professional and Construction Permit Qualified Storm Water Pollution Prevention Plan Developer/Practitioner. |

Jim
Theirl, Water Resource Engineer

Jim
joined Watermaster in 1992 and was the first full
time employee. He is responsible for all Watermaster
field work. This includes data acquisition such
as aquifer water level, ground and surface water
quality sampling, and special sampling projects.
His other duties consist of inspecting and documenting
well status, such as new, inactive, or destroyed
wells; quarterly meter readings of 350 agricultural
wells; GPS well location data;GIS map preparation
and responses to request for technical information.
Jim is a graduate of the University of Wisconsin,
BSEE retired from General Electric after 35
years of service with various technical and sales
positions.

Sherri Lynne Molino, Executive Assistant
smolino@cbwm.org Sherri Molino joined the Chino Basin Watermaster in December, 2004, and holds the position of Executive Assistant to the Chief Executive Officer. As the Executive Assistant, her position is to organize meetings, make travel plans, categorize the filing systems, maintain court records, and prepare meeting packages. In addition, she holds the position of Recording Secretary for the three Pools, the Advisory Committee and the Board of Directors. As the Recording Secretary, she generates minutes, prepares weekly meeting packages, and maintains permanent records of those meetings. For the past few years, Ms. Molino has also coordinated and organized the Annual Strategic Planning Conferences, associated functions and activities.
Ms. Molino has completed her Special District and Local Government Institute Board Secretaries Workshop and has been an active member of the International Association of Administrative Professionals (IAAP) since 2009 and presently sits on the Community Outreach Committee. |
Janine Wilson, Accountant

Janine Wilson has worked for Watermaster since June 2000. She graduated from Chaffey Community College in May 2000 with an Associates Degree in Computer Information Systems and Basic Education. She is responsible for maintaining the records contained within Watermaster's document management system, as well as the day-to-day operations of the office. Additionally, she assists the accounting department of the organization by processing accounts payable.

Frank Yoo, GIS Specialist

Frank joined Watermaster in February 2005 as the Geographic Information
Systems Specialist. He graduated from Cal Poly Pomona with a Bachelor
of Science Degree in Geographic Information Systems. Some of his
responsibilities include, but are not limited to, the handling and
processing of water production data, confirming the validity of land use
conversion requests, producing, managing, and analyzing geographic data,
and collecting raw data from various locations within the Chino Basin. |
Justin Nakano, MPA, Environmental Specialist

Justin graduated from the University of California, Irvine in 2003, with
a Bachelor's Degree in Environmental Analysis and Design and a Minor in
Japanese Language and Literature. In 2010 he received his Masters in Public Administration from Cal State Northridge.
As an Environmental Specialist, Justin's duties include the gathering
and processing of transducer data, monitoring and maintenance of
recharge basins, field inspection of wells, water level updates to the
production database and performance of ground and surface water
sampling. |
