Chino Basin Water Conservation District Hires Laurence Budd to
Administer Landscape Evaluation and Audit Program to Save Water

Montclair, CA- The Chino Basin Water Conservation District (CBWCD), which assists in replenishing the ground water in the Chino Water Basin utilizing their eight catch basins to capture storm water and receive imported and recycled water and provides public information and education programs, has chosen Laurence Budd for the newly created position of Water Conservation Specialist for landscape evaluation programs according to Eunice Ulloa, General Manager.
CBWCD has started a new landscape water evaluation and audit program to identify ways for commercial, industrial, institutional, and large residential property owners and managers to use water more efficiently. CBWCD will visit the site, evaluate the current irrigation system and make recommendations for upgrades and adjustments to conserve water. This service is provided to water customers located in Chino Hills, Chino, Montclair, Ontario, and portions of Upland and Rancho Cucamonga falling within the boundaries of the District.
Laurence, the former owner of Urban Water Conservation in Fort Collins, Colorado and has over thirty years of practical experience in landscape water assessment. Most recently he has been performing audits for the Albuquerque Bernalillo County Water Authority in New Mexico and the City of Boulder, Colorado assessing parks, schools, golf courses and other large landscape water consumers.
“I am very excited and pleased to be a part of the Chino Basin Water Conservation District. This is the perfect time to implement an irrigation system evaluation and assessment program to help save significant amounts of water during the drought”, said Budd.
Recommendations made by Laurence as a result of his audits showed the city of Albuquerque ways to save millions of gallons of water per year at four city golf courses and the Albuquerque Art Museum by identifying areas of poor uniformity and very high application rates. Laurence developed and delivered training classes on landscape water conservation for contractors, large property owners and the general public. Laurence has also taught at the Denver Botanic Gardens.
Laurence has been a Certified Landscape Irrigation Technician since 2000 and a Certified Landscape Auditor since 2004. Laurence also holds a certificate in Agronomy issued by the United States Peace Corps. He is a co-founder of Water Efficiency Magazine, a national journal on water conservation issues and is a consistent contributor to numerous publications on water efficiency.
Laurence is originally from Denver, Co. He holds a B. A. from the University of Colorado, in Boulder in Anthropology. Laurence and his family currently reside in Fort Collins, CO. Laurence will be relocating to the Inland Empire in January 2008.
